  1. Heat the oven to 300 degrees Fahrenheit.
  2. Set the ham flat side down in a roasting pan and pour the water into the bottom.
  3. Wrap the whole pan tightly in heavy foil so no steam escapes.
  4. Bake for 1 hour and 45 minutes, or about 13 minutes per pound, until the center reads 120 degrees Fahrenheit.
  5. Take off the foil and pour off the pan liquid.
  6. Brush the honey butter over the entire surface, working it between the spiral slices.
  7. Pat the spiced sugar all over the ham in a thick even coat.
  8. Switch the oven to broil and move the rack to the middle position.
  9. Broil the ham for 3 to 5 minutes, watching it constantly, until the sugar melts and bubbles into a glassy shell.
  10. Rotate the pan and broil another 2 minutes to even out the color if needed.
  11. Let the ham stand 15 minutes so the crust hardens before you pull the slices apart.
