Tsuivan is the noodle dinner found in nearly every Mongolian home and guanz canteen, made by laying hand-torn wheat noodles over sizzling mutton and vegetables so the noodles finish cooking in rising steam rather than boiling water.

Steps

  1. Heat 2 tablespoons of oil in a large wok or heavy pot over high heat.
  2. Add the sliced meat and sear it for 3 to 4 minutes until browned.
  3. Add the onion and garlic and stir-fry for 2 minutes.
  4. Add the carrots and stir-fry for 2 minutes.
  5. Add the cabbage and bell pepper and stir-fry for 2 more minutes.
  6. Season the mixture with cumin, soy sauce, salt, and pepper.
  7. Pour in the 1/2 cup of water and bring it to a simmer.
  8. Lay the torn noodle strips over the meat and vegetables in an even layer.
  9. Poke a few holes through the noodle layer down to the pan so steam can escape.
  10. Cover the pot tightly and reduce the heat to medium-low.
  11. Steam undisturbed for 12 to 15 minutes until the noodles are cooked through.
  12. Remove the lid and toss everything together thoroughly with tongs.
  13. Taste and adjust the seasoning with more salt or soy sauce.
  14. Serve hot with ketchup or chili sauce on the side.
